What is the One Watershed One Plan?
Minnesota has a long history of water management by local government. One Watershed, One Plan is rooted in this history and in work initiated by the Local Government Water Roundtable (Association of Minnesota Counties, Minnesota Association of Watershed Districts, and Minnesota Association of Soil and Water Conservation Districts). Roundtable members recommended that the local governments charged with water management responsibility should organize and develop focused implementation plans on a watershed scale.
The recommendation was followed by legislation that authorizes the Minnesota Board of Water and Soil Resources (BWSR) to adopt methods to allow comprehensive plans, local water management plans, or watershed management plans to serve as substitutes for one another; or to be replaced with one comprehensive watershed management plan. The legislation also requires BWSR to establish a suggested watershed boundary framework for these plans. This legislation is referred to as One Watershed, One Plan.
BWSR’s vision for One Watershed, One Plan is to align local water planning on major watershed boundaries with state strategies towards prioritized, targeted and measurable implementation plans – the next logical step in the evolution of water planning in Minnesota.
Red Lake River Watershed Chosen as a Pilot Area
The One Watershed, One Plan legislation passed in 2013 provided authorization and funding to BWSR for assistance and grants to local governments to transition local water management plans to a watershed approach. Based on this legislation, BWSR sought nominations in early 2014 and selected 5 watershed areas for piloting the program on June 25, 2014. Local Units of Government within the Red Lake River Watershed Pilot Area are; Red Lake Watershed District, Pennington SWCD, Red Lake County SWCD and West Polk SWCD.

The Northwest Minnesota Foundation (NMF) awarded a $25,000 grant to the Red Lake River One Watershed One Plan Initiative. West Polk SWCD applied on behalf of a collaborative of the LGU's that are part of the Red Lake River Watershed One Watershed One Plan Initiative.
